Grammatically speaking, why is it incorrect to say "The way HOW..." but it is okay to say "The time WHEN..."?

Both "how" and "when" are adverbs. They can both be other parts of speech as well. So, is "how" not an adverb when used as mentioned above? What about "when"? Please tell me the grammatical reasons why one is acceptable and the other is not, please.
